The Taxes and Penalties Unit under the Division of
Investigation was created by  Herbert Hoover after the ratification of the Twenty-First Amendment in 1933.  The repeal of prohibition created added issues that the Bureau had to deal with, thus Hoover mustered Agents from the defunct Prohibition Services of Treasury and Justice Departments to address those issues.  The badge above was created to represent the badge of office for those appointed by Hoover to the newly created office.  The unit was eventually disbanded and the few Investigators were given Agent status in the Bureau.  Badge is exceedingly Rare.
